Essence was engaged to lead the preparation and lodgement of a Final Business Case (FBC) for the Cecil Hills Secondary SCG. The objective was to significantly reduce the Estimated Total Cost (ETC) and develop a new masterplan to address a student capacity shortfall while delivering on the Government’s Aerotropolis commitments.
The goal was to reduce the ETC to under $100m while addressing the 1,315 student capacity shortfall. Cameron Hay worked with architects to create a cost-efficient masterplan using new buildings, resulting in an ETC of $88m and a BCR of 1.15. The project aimed to secure funding and move forward with capital works.
Essence provided strategic oversight for the development of the FBC, including a new masterplan and concept design. Services included procurement of consultants, conducting design reviews and workshops, and preparing FBC supporting documents. Once complete, Essence facilitated the approval of the FBC, securing Treasury funding for capital works.
